The Memorandum of Agreement creating the Private Security Industry Tripartite Council (PSITC) was signed by Secretary Rosalinda Dimapilis- Baldoz of the Department of Labor and Employment (DOLE) and stakeholders in the private security industry. The MOA signing ceremony took place on April 29, 2015 at the Labor Governance Learning Center, DOLE Building, Intramuros, Manila. The historic event was also witnessed by Usec. Rebecca C. Chato of DOLE, and senior officials of key agencies in the government, labor and employers’ sector.

Under the MOA, the PSITC will act as an advisory and consultative body on matters relating to the security industry, except those functions specified under R.A. 5487. It will solicit and consider sectoral views to provide for the widest possible consultation on matters of common concern within the industry. Furthermore, it will identify, prioritize and recommend or propose viable alternative solutions to identified critical and urgent problems, issues and concerns facing the workers and employers of the said industry.

Labor and Employment Secretary Baldoz commended the collaborative efforts of the stakeholders in the private security industry recognizing the importance of tripartism and social dialogue. “Kinikilala ng DOLE ang peculiarity ng private security industry, kaya dapat magkaroon sila ng sariling industry tripartite council,” she said. She also called on the PSITC to help the Department raise awareness on the Labor Laws Compliance System. “Malinaw ang prinsipyong ibinababa namin sa labor and management, kung papaano tayo magkakatulungan para naiimplement natin lahat ng labor laws na kailangang tuparin ng mga negosyante at kailangang mapakinabangan ng ating mga manggagawa,” Secretary Baldoz added.
