Gov’t, business vow 1 million jobs
Key government agencies headed by the Department of Labor and Employment and leading business groups have joined forces to create one million jobs this year following President Rodrigo R. Duterte’s signing of an executive order adopting the National Employment Recovery Strategy (NERS) and forming a task force to oversee its implementation.
NERS is an employment recovery plan from 2021 to 2022 that aims to create a policy environment that encourages the generation and improved access to employment, livelihood, and training opportunities; improve employability, wellness, and productivity of workers; and provide support to existing and emerging businesses to preserve and create employment.
In a partnership project called Reform, Rebound, Recover: One Million Jobs for 2021, Secretary Silvestre Bello III, along with Employers’ Confederation of the Philippines Chairman Edgardo G. Lacson, will sign on Wednesday a commitment to immediately source Filipino workers for deployment in the construction, manufacturing (particularly semiconductors and electronics), tourism and hospitality, and export industries.
“This project synchronizes with safe and gradual reopening of the economy and addresses the impact of the prolonged community quarantine to thousands of smaller enterprises and millions of Filipinos workers,” Bello said.
Bello and Lacson will be joined in the jobs creation project by Trade and Industry Secretary Ramon M. Lopez, Hotel and Restaurant Association of the Philippines President Eugene T. Yap, Higher Education Commission Chairperson J. Prospero E. De Vera III, Philippine Constructors’ Association President Wilfredo L. Decena, Interior and Local Government Secretary Eduardo M. Año, and Philippine Hotel Owners Association President Arthur M. Lopez.
Other agency heads and private sector leaders who will also carry out the jobs creation plan are Transportation Secretary Arthur P. Tugade, Semiconductor and Electronics Industries in the Philippines, Inc. President Danilo C. Lachica, Tourism Secretary Bernadette Romulo-Puyat, Philippine Chamber of Commerce and Industry President Benedicto V. Yujuico, Technical Education and Skills Development Authority Secretary Isidro S. Lapeña, and Philippine Exporters Confederation Inc. President Sergio Ortiz-Luis, Jr.
Under the Reform, Rebound, Recover: One Million Jobs for 2021, the business/employers sector shall primarily identify job vacancies from its member companies and find jobs for the qualified but unemployed jobseekers.
Through the NERS Task Force, the government sector will secure vaccination for workers who qualify for the partnership project. Among others, it will also provide a profile of workers who can be referred to existing job vacancies, offer transportation services to workers who will get their vaccination jabs, and organize job caravans. # # # GSR

Pamahalaan, negosyo nangako ng 1 milyong trabaho
Magtutulungan ang mga pangunahing ahensiya ng gobyerno na pinamumunuan ng Department of Labor and Employment (DOLE) at mga pangunahing grupo ng negosyo upang lumikha ng isang milyong trabaho ngayong taon matapos lagdaan ni Presidente Rodrigo R. Duterte ang executive order na magpapatupad sa National Employment Recovery Strategy (NERS) at pagbubuo ng task force na mangangasiwa sa implementasyon nito.
Ang NERS ay isang plano para sa pagtaas ng empleo mula 2021 hanggang 2022 na naglalayong lumikha ng isang kapaligiran na naghihikayat sa pagbuo at mas madaling pagkakaroon ng trabaho, pangkabuhayan at oportunidad sa pagsasanay; maitaas ang kasanayan, kapakanan, at pagiging produktibo ng manggagawa; at pagbibigay suporta sa kasalukuyan at mga bagong negosyo upang mapanatili ang paglikha ng trabaho.
Pipirma ngayong Miyerkules sina Secretary Silvestre Bello III, kasama si Chairman Edgardo G. Lacson ng Employers Confederation of the Philippines, sa isang magkasamang proyekto na tinawag na Reform, Rebound, Recover: One Million Jobs for 2021, isang pangako na agad kukunin ang mga manggagawang Filipino para sa mga trabaho sa construction, manufacturing (particular sa semiconductors at electronics), tourism and hospitality, at export industry.
“Ang proyektong ito ay sumasabay sa ligtas at muling pagbubukas ng ekonomiya upang tugunan ang epekto ng matagal na community quarantine sa libo-libong maliliit na negosyo at milyon-milyong manggagawang Filipino,” pahayag ni Bello.

Kabilang din sa planong paglikha ng trabaho ang iba pang pinuno ng mga ahensiya at lider ng pribadong sektor na sina Transportation Secretary Arthur P. Sa ilalim ng Reform, Rebound, Recover: One Million Jobs for 2021, kikilalanin ng sektor ng negosyo/employer ang mga bakanteng trabaho mula sa mga miyembro nitong kompanya at ihahanap ng trabaho ang mga kwalipikadong aplikante subalit ngunit walang trabaho sa kasalukuyan.
Sa pamamagitan ng NERS Task Force, ang sektor ng pamahalaan ang mangangasiwa sa pagbabakuna ng mga kwalipikadong manggagawa para sa partnership project. Bukod sa iba pa, magbibigay din ito ng profile ng mga manggagawa na maaaring i-refer sa bakanteng trabaho, pagbibgay ng transportasyon sa mga manggagawang babakunahan, at pag-oorganisa ng job caravan. # # # GSR/ gmea
